A Numbers Story: Early Child Development
In 2020, According to the ECD census; 1,660,317 children aged 0 to 5 years were recorded attending Early Learning Programmes (ELPs) across 42,420 centers in South Africa. One of the most striking insights from the data is not just who is in the system - but who isn't. 41% of the centers in the country weren't registered with the department of social development.
A System with PotentialâBut Gaps to Close
South Africaâs ECD landscape shows both scale and fragmentation:
A large network of centers reaching over a million children
A significant portion operating outside formal registration

Unaccounted Children
Among the most significant findings is the gap between registered births and participation in early learning. In 2020, 899,303 births were recorded, yet by 2025 only 24,693 learners were registered in Pre-Grade R within formal school systems. This leaves approximately 874,664 children unaccounted forâeither attending stand-alone ECD sites, informal programmes, or not accessing early learning at all. This discrepancy highlights challenges in tracking and ensuring access to structured development opportunities during the most critical years.
